Site Appraisal and Feasibility Study
We advise on the development potential of land and property and the planning strategy required to realise it. Our appraisals identify site constraints, relevant planning history, and key planning policy considerations, providing a clear indication of a proposal’s likely success.
Our appraisals also set out a clear planning strategy, including likely supporting documentation, timescales, and associated costs and can also be tailored for due diligence prior to acquisition.
Planning Application
JR-TP provides expert advice on all types of planning applications, including outline, hybrid, full (detailed), reserved matters and householder submissions. We agree clear objectives with our clients from the outset and develop an appropriate planning strategy, including deliverables, programme, communication, reporting and risk management.
We manage the process from inception to decision, coordinating technical teams, preparing robust submissions, negotiating with the LPA, advising on CIL and Section 106 requirements, and agreeing planning conditions prior to determination. Our clients benefit from a clear, well-managed service delivered with integrity, sound judgement and experience.
Pre-Application Advice
The pre-application process is often an essential step before submitting a planning application, allowing proposals to be tested and refined through formal engagement with the LPA. It provides greater certainty for applicants and helps agree supporting documentation in advance.
JR-TP manages the pre-application process on behalf of clients, advising on submission requirements, coordinating with architects and technical consultants, and attending meetings with LPA representatives. This can be done as a standalone-project to support the disposal of a site (for example), or as part of an application which follows.
Strategic Planning / Site Promotion
JR-TP is experienced in preparing submissions to Council call for sites process, to support the allocation of land for future development. We prepare clear site submissions and vision documents, identify opportunities and constraints, coordinate technical consultants, and provide representations for Regulation 18 and 19 consultations, including advice and representation for Local Plan examinations.
A clear strategy will be advised at the outset, which may also including submitting an outline planning application alongside.
Planning Appeal
At JR-TP, we have extensive experience in written representations, informal hearings and public inquiry appeals, and in presenting clear, robust cases to the Planning Inspector.
We advise on the most effective approach to addressing reasons for refusal, the appropriate appeal procedure, and the likely timescales and costs. We also advise on any amendments required to make a proposal acceptable and whether further technical evidence is needed, which may avoid the appeal process altogether.
Lawful Development Certificates
We advise on permitted development rights and prepare and submit applications for Certificates of Lawfulness for both existing and proposed uses or development, helping to confirm whether a development can proceed without planning permission or whether an existing use is lawful. These certificates can also support property sales and valuations and help establish a fallback position for future development proposals.
We have extensive experience in assessing and presenting supporting evidence, advising on prospects of success, and drafting statutory declarations, and can source additional evidence where needed to ensure applications are robust and well supported.
Local Authorities
At JR-TP we are able to provide consultancy services to Local Planning Authorities both in Wales and England, including London boroughs.
We can act as planning officers supporting all stages of the development management process, working on minor and major developments and in a variety of sectors. As acting officers, we organise meetings with applicants, stakeholders including Design Panels. We also present schemes to planning committee, and attend and present to members’ briefings.
We can also assist planning policy and enforcement teams, as required.
Planning Statements
We prepare detailed Planning Statements or Design and Access Statements as stand-alone documents, setting out the merits of your proposed development to support your planning application. This may be particularly useful in supporting architect submissions or where a particular area of expertise is required, such a sequential test.
